How to Get Cyprus PR for UK Citizens (Post-Brexit Guide)

For decades, Cyprus has been a home-away-from-home for thousands of British citizens who enjoyed complete freedom of movement as EU nationals. Brexit fundamentally changed this. As of 1 January 2021, UK citizens are classified as Third-Country Nationals (TCNs).

This shift has created significant confusion. The rules that apply to you now depend entirely on one critical factor: were you legally resident in Cyprus before the end of 2020, or are you planning your move now?

In this guide, we clarify both scenarios and outline the legal pathways to securing permanent residency in Cyprus for UK citizens.

Scenario 1: You Were Resident in Cyprus Before Brexit

If you were legally residing in Cyprus before 1 January 2021, your rights to live, work, and study are protected by the Withdrawal Agreement (WA).

What document should you hold? The Cypriot government introduced a new residency document for this group: the MUKW card.

  • If you previously held a “Yellow Slip” (MEU1 registration certificate) or a permanent residency certificate (MEU3), you were required to exchange it for this new biometric MUKW card.

  • MUKW1: A temporary residence card.

  • MUKW3: A permanent residence card. This is your proof of your right to live in Cyprus indefinitely under the “old” pre-Brexit rules.

Action: If you fall into this category but have not yet exchanged your old documents for a valid MUKW card, it is urgent that you do so to secure your status.

Scenario 2: You Want to Move from the UK to Cyprus NOW (Post-Brexit)

If you are not covered by the Withdrawal Agreement, you are planning your move from the UK in the post-Brexit era. This means you must apply for residency under the same rules as other non-EU citizens (e.g., from the USA, Canada, or South Africa).

You have two primary pathways to permanent residency.

Path A: Permanent Residency by Investment (The “Golden Visa”)

This is the fastest and most popular route for investors and high-net-worth individuals. Officially, it is known as the “Immigration Permit under Category 6.2” or “Permanent Residency by Investment.”

Key Requirements:

  1. Investment: You must purchase one or more new residential properties from a developer with a total value of at least €300,000 (+VAT).

  2. Income: You must prove a secure, annual income from abroad (e.g., dividends, pensions, rental income) of at least €50,000 for the main applicant (this amount increases for a spouse and dependent children).

  3. Deposit: A deposit in a Cypriot bank is also typically required.

The Benefits:

  • Speed: The application is processed quickly, often within a few months.

  • Family: The permit covers your spouse and dependent children (up to age 25).

  • Low Physical Presence: To maintain your permanent residency status, you only need to visit Cyprus once every two years.

Crucial Note: As we’ve explained in other articles, this “Golden Visa” grants you immigration status (the right to live in Cyprus). It does not automatically make you a tax resident. To gain the tax benefits (like the 0% dividend tax from Non-Dom status), you must separately meet the tax residency rules (e.g., the 60-day rule).

Path B: Long-Term Residence Status (The 5-Year Path)

This is the standard, “natural” pathway for individuals who move to Cyprus to live and work but do not wish to use the investment route.

How it Works:

  1. Arrive on a Temporary Permit: You must first move to Cyprus on a valid temporary visa. For a UK citizen, this could be:

    • A Work Permit (if you are employed by a Cypriot company).

    • A Visitor’s “Pink Slip” (a temporary residence permit for self-sufficient persons who can prove they have funds to live on without working).

    • A Digital Nomad Visa (if you work remotely for non-Cypriot companies).

  2. Continuous Legal Residence for 5 Years: You must live in Cyprus legally and continuously for 5 years, renewing your temporary permits as needed. “Continuously” means you cannot be absent for more than 6 consecutive months (and not more than 10 months in total) during this 5-year period.

  3. Apply for Long-Term Residence: After 5 years, you can apply for a “Long-Term Residence Permit,” which grants you permanent status. This requires proving stable income and health insurance.

The Benefits:

  • It does not require a large capital investment.

  • It leads to a full EU Long-Term Resident status.

Conclusion: Plan Your Post-Brexit Future

Brexit has complicated the process of moving from the UK to Cyprus, but stable and legal pathways remain. The key is to understand that immigration status (the right to stay) and tax residency (the right to optimise) are two separate issues that must be planned for in parallel.

Whether you are an investor eying the Golden Visa or an entrepreneur planning an active business on the island, getting your status right from day one is critical.
